Lifetouch, a major US school portrait photographer, has offered digital retouching for an additional fee for at least a few years. From their retouching description page:
“Our digital retouching removes acne, pimples — all blemishes. But please be aware that we cannot remove moles, scars, glass glare or “fly-away†hair.
“By the way, if you order retouching, we automatically apply it at no additional charge to any portraits you may reorder later on.
“Retouching is typically offered through our partner secondary schools, where kids are older and the demand for acne-removal is higher.”
Personally, I’m cheap. I retouch photos that I plan to print myself so I can control exactly what I want to change. It’s handy when you have a relative with amblyopia (”lazy eye”).
