I forgot to forward my U.S. mobile to my Skype (and then to my UK mobile) so if I don’t answer your call don’t get pissed. My email is also not working well here on my UK mobile. And I’m in Paris at la Sorbonne (heh) on Tuesday. So pretty much, I don’t exist.
You need to get a GSM phone with a swappable SIM card and avoid this silliness. Or get a phone that can Skype through its Web interface.
