This branch would equate in simplest form to the redistribution of wealth. For example it is now possible for the people to buy shares in homes through internet buying networks, this would include in theory, to every private orginization up but not to the government with a few exceptions, Freddie Mac. The simplest solution is for the government to intercede on the peoples behalf and open to the public corparate America. Corparate philosophy of franchises would keep this organizations structure. Now arises an organic economic philosophy that would need constant attention and as the health of the economy so goes America. The home or buisness and is management = ovum. The buyer = ovul, the company or home renter would be responsible for buying back the ovuls holdins one by one. Repeat A new branch of government is in order.
